Lake City Report - Sept 10, 2010
North Florida Broadband and Project Activities take center stage

North Florida Broadband Authority (NFBA):

As Lake City’s representative, I attended the monthly meeting of the Authority on August 9, 2010. Highlights of action by the authority during the meeting were:

     • Approved an agreement with James Moore & Co. P.L., for professional Auditing Services for a one year period beginning October 1, 2010 and allowing four additional one year terms at the option of the NFBA.

     • Approved a “Tentative Budget for Fiscal Year ending September 30, 2011. The NFBA’s proposed Operating Budget for 2011 is $1,246,688; the Capital Improvement Budget for 2011 is $29,903,562.

     • Heard the Dashboard and Status Report from the General Manager. The report is available for review on the NFBA website.

     • Approved renewal of the annual Risk Insurance coverage with Public Risk Underwriters of Florida, Inc.

September Project/Activity Report

Highlights: (the complete report is available here)

      • Enterprise Fleet Services:  The City Council has accepted the Master Lease Services Agreement subject to final review by the Staff and approval by the City Attorney. It is anticipated that the delivery of the first 30 vehicles will be during October/November.

      • Personnel Policy Manual:  The new manual will be provided to City Council for consideration of approval during October 2010.
 
      • Lake City Airport Terminal.  The City Council approved the construction contract with Mandese White Construction, Inc. on August 16, 2010. The cost ($2,494,080) for the project consists of grant funds from FAA and the FDOT supplemented by $499,875 from the City’s Airport Construction Fund.  A ground breaking ceremony is tentatively scheduled for October 15, 2010.

      • Kicklighter Road WWTP:  The City Utility Bond refinancing was completed on August 26, 2010 and the $18,000,000 for the WWTP cost has been deposited in a City construction fund.

The City’s Final Budget Hearing is scheduled for September 20, 2010, at 7:00 p.m.
